Evaluation Services

Program evaluation is a key component of TIE’s diverse work portfolio. TIE has a team of professionals whose strengths combine to increase the collective capacity for conducting program evaluations. The team is led by John Swanson, TIE’s Evaluation Services Coordinator.

TIE believes that evaluation is a way of reflecting on the work that has been done to determine the extent to which a project has achieved its established objectives and successfully impacted its targeted audiences. We collect evidence from those involved in the project to provide relevant information to project leaders to use in assessing and adjusting implementation efforts. The data also serves as evidence for stakeholders and funders as it relates to what has been achieved and what should be replicated. Our experience has taught us that program evaluation is significantly enhanced by engaging project leaders as collaborative partners in the development of logic models, evaluation questions, and data collection procedures.

In past years, TIE has evaluated a number of initiatives sponsored by the South Dakota Department of Education, including a three-year effort to implement one-to-one laptop technology in 40 schools across the state. TIE has also recently concluded an external evaluation of a STEM grant funded by the U.S. Department of Defense awarded to a South Dakota K-12 school district.

TIE currently serves as an external evaluator for three TAACCCT (Trade Adjustment Assistance Community College and Career Training) grants in South Dakota. The TAACCCT grants are funded by the U.S. Department of Labor. All three grants involve South Dakota’s Technical Institutes and focus on increasing the state’s highly skilled workforce in the areas of energy and utilities, allied health, and advanced manufacturing.
